These lines are intended for clerks, communal officers or whatever inspections who are in charge of giving fees to dog owners. They will not read this. They hardly read anything, but do rephrase it for them.

If they do not trust me, they can find the definition of bureaucracy in the dictionary. And there, it is stated that, bureaucracy apparatus of some country is there to firmly conduct jobs, without taking real problems into concern; and a clerk, rigid and arrogant official, who thinks that anything can be solved only at the office desk. I believe that they do not even own a dictionary, but they should trust me. It is written there.

In one of previous blogs, responsible ownership was addressed. And now a picturesque example follows.

The reason behind this text is the following event: female mongrel (with plenty of mongrels in her family tree), weighing 17 kg, submissive towards both humans and other dogs, was set off the leash in front of her building doors so her owner could unlock the door with more ease. And there they were.

"Your dog is off the leash."
"But I live here. I am entering the building", the woman said.
"That does not matter! The dog must be on a leash in the hallway, too", one of the two inspectors, communal officers...or whatever they were, yelled.

And here is where the trouble lies. They cannot tell a tree from a rock, a rock from grass, grass from sand, a dog from a cat... so how could they recognize a dangerous dog from the one that is not; or a stable dog from the one that is not. And not anyone should know that. But they must! Because they decide! They penalize!

If at the beginning of the text it was stated how bureaucracy and clerks are defined, than this is bureaucracy cubed. Even cheap, plastic robot with just basic input data could have done this job – or even better.

And one pop quiz question for them. What would they do if they saw a dog on a leash and the owner was not holding its end? To penalize or not? They are confused? Let them think. Or better, let them ask those who put them on this job at the first place.
